On
pages 20-22 of the Healthcare Reform act, it makes it illegal for insurance companies to "dump" high-risk enrollees into the public pool. The language of the bill gives "dumping" a pretty broad definition (they only have to be "encouraged to disenroll") so you can just imagine cost overruns that will inevitably happen with this bill being blamed on dumping by the insurance industry. Insurance company will then be brought before both courts and Congress and continuously fined up the wazoo. You just know that people like Pelosi and Barney Frank will have a field day with this section.
