I'm posting this not only because it's an example of criminal horror but more importantly as an example of how government statics work. Do you think if the government took over health care you would get an accurate picture of how well it worked? British health care statistics are notoriously flawed as are their crime stats.
The police department in NYC is not an anomaly. All government agencies have a vested interest in minimizing their failures.
