What is not mentioned in the article posted below is how the welfare system is not a safety net but more of a cushion. I hereby exclude those with true disabilities like blindness and missing limbs from the following comments.
By focusing strictly on welfare payments we miss the ongoing creation of a welfare class. In our society today doing what is hard is considered unusual punishment. So, we have compassion for those who whine about the difficulties of achievement and like a crying baby is given its blanket we provide a monetary cushion.
A large part of this problem can be put directly at the feet of a government welfare theory. Instead of building a multi faceted system that encourages people to move up it puts everyone into the victim category and treats them as if the world has it out for them. The increasing use of the word "transitional" is about deflecting scrutiny. The primary beneficiaries are the government workers and bureaucrats who manage and operate the system.

The real winners beyond the perpetually lazy are the government workers who live off them by taking a cut of the tax revenue. Some years ago it was found that about seventy two cents of every dollar the government takes in to help the poor and disabled went to overhead costs. If a charity had these numbers it would be under investigation for fraud.
