Obama trying to do as little as possible but it's still mission creep.

Pentagon to send military advisers to Anbar: ‘This is not a change in mission’

- The Washington Times - Friday, October 31, 2014
The Pentagon is preparing to send U.S. military advisers to Iraq's Anbar province, where this week mass graves were uncovered and the Islamic State group attacked Iraqi security forces with American M113 armored personnel carriers used as IEDs.
U.S. officials insist that the move does not constitute an alteration to Operation Inherent Resolve, the official name given to the Obama administration's military efforts to destroy the terror group.
"To be clear, this is not a change in mission nor is it a combat role, as they will be operating in the same advisory role as the other locations," Col. Edward Thomas, spokesman for the chairman of the Joint Chiefs of Staff, told CNN on Friday.
The officer told the network that such a decision was always an option the White House was willing to explore, provided Iraqis acted "in a manner that was representative of the security interests of all Iraqis."
Col. Thomas added that the long-term goal is to have an Iraqi National Guard that would be able to repel the Islamic State group on its own, CNN reported.
