The rules don't apply if you're progressive with a smattering of artistic pretensions.

The article references the Ghost Ship fire in Oakland, CA but fails to mention that after the fire groups of artists living in other non compliant warehouse spaces petitioned the City Council not to shut them down because they were "artist's havens". So far, it seems they've been successful at halting enforcement of zoning and safety regulations. The City is probably hesitant to do anything because the "artists" will vociferously protest in the streets claiming some sort of civil rights violation.
