Firstly, the real problem is Fentynl  laced opioids. People are not on drugs because they're homeless. They are homeless because they are on drugs now or have been serious impacted by previous use. 

Second could the spike statistics listed be the result of Ryan's Law (SB311) which permits cannabis use in hospitals for terminally ill patients?

The UK may have other ideas but history has shown deaths associated with cannabis are from other ingested drugs.

The growth in black market sales of cannabis is the result of the steep taxes when bought from a licensed dealer. The State gets 28% right off the top; localities take their chunk afterwards in almost all are over 9%.

Government is always the greediest in any transaction.

Think of how much the Feds and State get from the gasoline/diesel taxes. They're in no hutty to give up the booty.
