I'm willing to bet this is not the only wasteful grant issued by government agencies.

U.S. Has Spent $1.39 Million on Study Surveying Married Tajik Migrant Workers in Moscow, and Interviewing Some of Them, Their Wives, Girlfriends and Prostitutes

If you have the wink, wink, right connections you can get grant money for just about any stupid study. This is money that could have been used for helping American health care.
