It 's in The Guardian so you know the comments will blame the banks, US and corporations.

After reading the comments section, which is a must for Guardian articles, the level of hatred for business, the US and banks in particular is only outstripped by the sheer ignorance of reality. It's like a bunch of self righteous eight year-olds trying to figure out why a space shuttle would fail. They will give any crack pot dictator the benefit of doubt and convict anyone not a part of their simplistic world view.
There is however one thing we could do if it were ever possible to get past the do-gooder lobby and that is to reduce foreign aid expenditures to a minimum. We can no longer afford it at the levels previously squandered and it harms the recipients more then it helps.
