There are no simple solutions.

TennCare faces deep budget cuts

The part of the story that stuck out most to me was that of the blind woman who really needed the help the system provided and should get it at the cost of cutting off less deserving (read drug addicts) receipients and demanding the family pay for at least some of the care.
The articles author also points out how the paternalist government has changed the way people think about their responsibilities. The woman's children actually had to rearrange their schedules to take care of their mother. Oh, horrors. At one time that was considered the normal. What kind of children would let their mother suffer if they had time or money to take care of her. You make time.
You see this is another example of socialist greed: let someone else pay for it. If you look at current political thought there is a huge sehgment of the population that feels entitled to your money to care for their responsibilities.
Remember taxes equal money and money equals time out of your life needed to earn it. So, in essence tax is theft of your lifes time.
