In a fascist state business is privately owned but the government controls it.
I have nothing against helping the indigent, especially when it comes to pain management.
and as you'll in the article the dispensary interviewed has been doing it for years.
But, as a law, it changes the complexion of the transaction completely. If this man knows the people who receive his charity it is much more likely he won't be abused by charlatans and the disreputable.
Is the shop keeper also supported to verify if the person is a qualified receipient?
However, once it's a right granted by law, his charitable options will be severely limited. Now, if he rejects someone who he knows will resell the gift he leaves himself open to a law suit from one of the many poverty activist lawyers.
We are falling down a tyrannical rat hole where politicians make a living by telling us every detail of what we must do and say.
