Officers who shot unarmed black man Jamar Clark will NOT be charged because 'evidence shows they feared for their lives'
- Jamar Clark, 24, shot in the head by Minnesota police on November 15
- Witnesses said he was wearing handcuffs, he died a day later
- A judge on Wednesday ruled Clark was not wearing handcuffs, tried to gain control of an officer's weapon, and the officer's feared they'd be shot
- He ruled against charging white officer Mark Ringgenberg and officer Dustin Schwarze, whose race has not been reported
