A rape bargained down to "criminal possession of stolen goods," what manner of deterrent is this?

'Phony-detective rapist' nabbed after 2nd attack

A lying thief out on bail used a fake badge to lure a woman to a Harlem rooftop where he raped her -- 10 weeks after he allegedly sexually assaulted a teen at the same building, police said yesterday.
Taurean Williams, 25, raped a 45-year-old woman on New Year's Day after telling her he was a detective and that he needed to take her to a station house to check for outstanding warrants, authorities said.
The "station" turned out to be a residential building on West 153rd Street, where the front-door lock was broken and a roof door was off its hinges.
There, he allegedly raped and sodomized the woman -- just as he had a 17-year-old girl in October, after threatening to kill the teen's mother and stealing her cell phone, cops charged.
"We're scared," said Johana Quintero, a building resident. "We hope they fix the door because people come in and out and we don't even know them."
Williams, arrested after the first attack, pleaded guilty only to criminal possession of stolen property. He was out on bail awaiting sentencing when cops alleged he struck again.
